It is impossible to give a definite answer to this question. It all depends on the project and its audience. For example, the same VK still supports IE8. Yes, only basic functionality works there, but in the meantime. Or the same Google page: it still works on devices from 20 years ago with Netscape.
My usual list for the end of 2018: IE11, EDGE 12+, Chrome 49+, Firefox 50+, Android Chrome 50+, iOS Safari 10+, Desktop Safari 10+. Depending on the project, it can either narrow or expand.
