What base to use for a local application?

Hello. You need the following advice.
There is a task to develop a program (I will write either in C# or C++) that could be transferred to other computers on a flash drive. The program is a set of forms into which the user drives something or selects from the provided options, all this is recorded in the database, after which Word documents can be generated from the entered data. There will be about 20 tables in the database, the information is mostly lines, but text up to 1000 - 2000 lines is also possible, and naturally one table may depend on another or several others.
Maybe someone has an idea which database is better to use in this case? I would like to choose the best option. On the Internet they write to use Access, but there seems to be a limit of 2GB, which is somehow not enough, as it seems to me ..
