In any sound editor you can do: Audacity, Ableton Live, for example. With the right plugin, of course.

Well, if you have never had experience in writing music or mixing tracks, then you are unlikely to be able to do it yourself.
Such an effect can be implemented using plugins for sound editors: autotune, melodyne and a bunch of others =)
