I want to start developing an admin theme based on bootstrap 3, I want to understand who is the buyer of these themes. In fact, such frameworks as Yii, Symphony generate the admin interface themselves, that is, there is no need for a theme.

Well, I buy them for projects for CRM systems mainly.
There is no need for design. We need a ready-made set of universal elements.
Then we make mockups, and the layout designer uses template elements, implementing everything according to mockups.
