What artifact repositories are there to run a job based on events on the repository?

Recommend artifact repositories.
I would like to break the "vicious" circle so that the build and deployment are not directly related.
Accordingly, I want an artifact repository so that, upon an event in it, a job can be started on jenkins.
It would be a bonus if you could simply create artifacts on the file system and the storage would "pick up" such artifacts.
GIT and derivatives do not offer :D
