What are the ways to keep electronic notes/notes offline?
I used to take notes and take notes in text files / Word, and then scatter them into folders that are synchronized in the cloud.
But, I thought it would be cool to add tags and hyperlinks to add more structure. It would be great to separate documents by topic and add quick access everywhere.
My first thought was to set up my wiki on the server, but in case of problems with the server or the internet, I am immediately left with nothing.
I tried searching for solutions and found tiddlywiki. But, the project is quite old and, at first glance, is not very suitable for large texts. Also, the concept of storing everything in one file is a bit confusing.
Share who uses what?
It would be ideal if it would be possible to dump all the files on a flash drive, and then deploy the same thing from the flash drive on any other computer.

There is, for example, Onenote - it seems to be even free, there is the possibility of synchronization.
