What are the ways to create a normal map from low- and highpoly models?

Usually 3D editors have built-in tools for creating a normal map based on low- and high-poly models. But in the n-th video on YouTube on creating a subject in a blender, the author casually said that the result is unimportant, but there are much better methods. But what, chsh, did not say. So I became interested, but are there any programs specially tailored for this?

xnormal.
In principle, it bakes well everywhere, it’s just that the high-poly model needs to be done correctly, because the normal is not information about the height, like a bump, but information about the difference in angles between the angle of the high-poly and low-poly normals, so for example, the transition to 90 degrees will not be stupidly baked , because on any texture it will take 0 pixels.

Yes, the blender bakes normally. Instead of listening to some leftist author from YouTube, they would take and compare, for example, blender and the same xnormal. I don't think you will notice a big difference.

Nonsense about Blender. It has no problems with baking. All baking problems are solved by correct creation of models, orientation of normals. Although there were once jambs with baking in the old versions of the editor...
