Look at PBX "Region-DXE": its capacity is enough, there are gateways for connecting to SoftSwitch via SIP, and a certain set of services. If something is missing in the existing one, then you can talk with the developers about refinement.

I understand correctly that you want to connect 10,000 analog devices to one box so that it digitizes the signal?
In my opinion, such gateways for such volumes are called digital-ATS.
