What are the tools for searching for frames in an array of video recordings?

I need to find fragments of video recordings of a certain subject, which depict, for example, parrots.
I did not find a tool for searching videos on the Internet by verbal description of the content (although if you know one, tell me, it would be most convenient to search for videos on thematic YouTube channels, within certain YouTube tags and in VKontakte groups)

But I assume that there is a program, which splits the downloaded videos into frames and searches them, preferably at the level of searching images from Yandex and Google, with a further indication of the time code and the name of the video file where this frame was taken from. If you know such a program, or several disparate programs with some of the described functions, please tell me. Thank you in advance.
