What are the steps for creating an email newsletter?

I make up emails using the Foundation for emails framework. But after layout, there are stages of testing and sending. A huge request to write the procedure for creating html letters, right step by step, share your experience, and what testing and sending services you use (I saw it on the net - mailchimp, pechkin, litmus, etc. There are so many of them, my head is spinning). As always, your advice is needed!

And the steps are simple:
1. typesetting,
2. testing
3. if there are bugs, go to step 1 and so the cycle continues until it's okay.
Mostly problems with Outlook, but with experience comes understanding, and you know looking at the layout what will work in Outlook, and what is better to make a picture or remake it easier than in a layout.
