I guess it's the same as for "{Your programming language} Technical Lead". Infrastructure/architecture of the project, responsible pieces of code, directing juniors on the right path.

Depends on the structure of the company and the team. We had several releases a year, and those. the leads were each responsible for their own, and on top of the PMs who were already responsible for the account as a whole.
