IMHO, a novice administrator must be able to install a DBMS, create a database, manage accounts, manage backup / restore procedures. This is the minimum minimorum.
medium - to understand the tuning of the DBMS, to have a good idea of ​​​​the correct architecture of the database, to understand the automation of all kinds of jobs to optimize the structure of the database. in relation to MSSQL, it would be nice to know what SSIS / SSRS is - not exactly DBA tasks, but useful tools.

KPI for DBA - I would tie it to SLA. The SLA level is fulfilled - well. I was able to optimize something, get a performance increase, automate some process, which provided the best SLA - I overfulfilled the plan.
