Like the junior position, the requirements for it are ambiguous and depend on the company. I would take a junior person who can raise a simple project on rails (like a blog, upload it to heroku, deal with the environment), make simple edits in an existing project, naturally understand ruby, html / css syntax. I knew how MVC works in rails, what to shove, but, probably, the most important thing is that I would be eager to learn even more and constantly do it :)

Personally, when I interview junior developers, I present a generally standard list of requirements for a middle: RoR, TDD / BDD, knowledge of standard gems, desire and desire to write good code. It is clear that a junior has no experience or very little, but he must understand what is good and what is bad and master the basic tools. No one in the company will teach a person from scratch. To be hired as a junior, you need to show that you have the potential to become a middle in the near future.
Unfortunately, such juniors are a huge rarity. And so, in order to help smart guys, at the end of last year I recruited a group for training. The guys showed good results. Someone changed jobs, several people took up commercial projects.
