What are the requirements for a C# and asp.net programmer?

The legacy is software written in C Sharp and ASP.NET. The boss asks to find people who will bring the program to mind. I don't even know how to start a conversation with programmers. In addition to the TOR of software work, what should I pay attention to when communicating with a programmer or what requirements should he meet? How much does work of this nature cost approximately, are they paid by the hour or in stages? Are there any pitfalls in the preparation of TOR for work?
The programmer will work remotely.

Hourly pay is a very difficult thing, for this you need to track whether the programmer really works.
As an option, teamviewer or a more specialized program for this is needed.
With phased payment, it is much easier, since you pay for a certain result.

Look on any exchange for TK similar to yours and see what people want.
In addition, you can directly communicate with someone to be consulted by reading the TOR. To speed up the process, you can pay for a consultation with a certain fee.
