I can not find a bone animation program for android to work with my characters.

For development, you need a program like Spine , only it is for a PC. No one in their right mind works on android fully in terms of creativity or creating something complex.
To run animations, you need an engine like Unity . Use it in your android application and you will be able to run and "work" with your ready-made animations directly on android.
