What are the platforms for creating an online learning system (NOT webinars)?

There are platforms for online stores like WIX. There are platforms for aggregators of goods and services like sharetribe.com, etc.
And we need a platform for an online learning system. Admin uploads videos/articles. Users read them, go through questions to consolidate the material.
Scenarios are still approximate, because. I feel that it will be necessary to build on the capabilities of the platform.

Depends on your budget - there are great free platforms out there like Moodle. This system can be customized for you. The only requirement is web development skills.
