What are the payment systems with the secure transaction service (for residents of Ukraine)?

There is something like a freelance platform in telegram, and somehow you need to make a secure transaction. The necessary payment system that would allow to implement such an algorithm of work:

• I make a request to the API of this system with the specified order amount, currency, etc., in response I receive a link to the payment page of the service, I give this link to the customer
  
• The customer pays everything, the payment amount is blocked on the card
  
• After the order is completed by the freelancer, I make another request to the API, the commission is transferred to my account, the rest goes to the freelancer. Well, or the payment is canceled, and the money is returned to the customer
  

Well, or just an API for Internet acquiring, an API for canceling a payment, an API for transferring from an account to a physics card (a customer and a physics freelancer, this complicates everything).
So far I have found this fondy service . But there is a commission (the authors of this whole idea planned a fixed commission for using the site). It is also not clear from the fondy website whether it is possible to use this service without a website.
So, is there anything else? And if not, what are the implementation options without the participation of such services? Maybe one of the Ukrainian banks provides an API for transferring to the cards of physicists (hardly, because I didn’t find one)?
