What are the names of such vector shapes and where can I download them? (I attach a photo)
For example, I want to find icons with such a background or just shapes.

The best application for drawing such icons, and indeed elements where corner smoothing is needed, is Affinity Designer . It's not even for a couple of minutes of work - for a few seconds.

It's faster to draw than to search. A star with rounded corners filled with a gradient. Business for a couple of minutes.
