What are the mechanisms of influence on Internet providers in Ukraine in case of problematic provision of services?

Hello,
I will be glad to any experience and advice on this issue.
It was I who ran into the problem that the provider's IP network was spammed. My dedicated IP address is not there, as there are no viruses and I do not send spam. The technical support of the provider has been closing tickets for more than a year, with notes that it was recommended to clean the computer from viruses.
The logical answer is to change providers. But I have no alternatives to this provider, I paid many times for cable installation and connection of my house to high-speed Internet.
In addition, I did a scan over the IP networks of other providers, I stopped at the 5th, all networks were listed in the DNS IP BLACKLIST.
This is a sad situation with the quality of services and the complete lack of dialogue and desire to solve the problem. Therefore, I would very much like to find possible leverage to correct the situation or, in the worst case, simply "punish" the provider.
I would love to influence them. Looking forward to some good advice from the community.

No way, to vote with your feet and money, it’s easier for the provider to score on those IP ranges that are allocated for clients than to pull addresses from different sheets several times every day. Subscribers often don’t care, they don’t go to the dialogue: “I don’t have any viruses, it still works.” The provider keeps its services on a "clean" range. Why does it bother you if your dedicated IP is not there? If you really want to decide - get a job with a provider, since the useless unpaid daily work of monitoring ranges in different blocks is so interesting. As long as the provider or its administrator is not personally interested in this, it will be so.
