What are the libraries for developing GIS applications in Windows XP?

Good afternoon. I want to write an application with GIS functionality. Available only machine with XP on board. All libraries that I found through Google go for .NET 4.0 and higher. So the question is of interest. If there are no such libraries, then tell me which way to look and what to read, you can implement all the functionality yourself manually. Of the functionality, offline loading of the map (this is critical), adding layers, various points is of interest.
