What are the features of developing a self-written website for a customer?

Hello! I want to ask advice from the professional community.
The crux of the matter is what - you need to create a site with a perspective on several regional domains, with unique calculators, forms and other features. There will be quite a lot of pages and sections, but not an online store, about 500 pages. I have no experience with ordering sites written on my own core. Usually done on Wordpress.
Therefore, I don’t know what is the adequate cost framework (I expect about 200 tr, maybe a little more), what are the pitfalls in this case, how to choose a developer? And maybe in general, you don’t need to make a self-written site, but is it enough to work on some kind of cms for these purposes?
The main requirements are loading speed, clean code, so that nothing interferes with SEO promotion, scaling to subdomains, and a convenient admin panel.

There is no single price framework, it is different for everyone. Whoever works better has more customers, the demand for his services is higher, and hence the price is higher. Worse works or a beginner or no reputation - the price is lower. There are exceptions, but this is the trend. To recognize exceptions - you need to have experience.

Everything is standard - choose a developer who is qualified, organized, with a good reputation. If you do not know how to determine this - find a professional who knows. Freelance exchanges also have a reputation and reviews, you can navigate them.
It really depends on what kind of project you have. This should be decided by a professional in each individual case. CMS is a tool, choosing tools is a job for a professional.
A bad specialist will do a bad job both on CMS and without it. Good - and with CMS and without it will do well, that's all.
There are no magic answers for you.
Well, you see, many give advice on what to use, without even knowing what your task is. (A site with 500 pages of features is too abstract). And someone even manages to advise things that he himself is not familiar with.

Google popular frameworks and look for developers on them. they have already become almost on a par with cms. the same Yii for example. almost half of php programmers write on it. so there won't be any problems in the future.
ps I would also advise Bitrix, but then you will not get profit in terms of money, because Bitrix programmers will take much more than the same Yii programmers, and simply because they are Bitrix programmers, and not in terms of professionalism or skill)

Getting used to the admin panel within half an hour or an hour, the code does not happen cleaner, the cost of development is several. times lower than Bitrix (not counting the cost of the license, which still increases the gap), in general, solid pluses.

Bitrix, by the way, is not bad, but you need to be able to cook, and you are tormented with subdomains. In addition, the budget is small, and the license is expensive. Although if not a store, then almost everything can be done on the younger edition. For a highly custom project, I would still suggest a framework. By the way, you can expand the scope and choose not only from PHP, but also pay attention to python with its Django. They say a fairly fast thing, and the language itself is pleasant, I have long wanted to study it. But most importantly, you first need to clearly formulate the task, and choose a tool for it. In over 10 years on the web, I have become very skeptical of people who loudly yell that one product is a poop and the other is a great thing.

На продвижение движок не влияет.
Если не будет тормозить и если вы умеет с ним работать.
Можно и на Вордпресе, если вы сможете реализовать там весь функционал требуемый.
И, кстати, как вы оцениваете 200 000 для технологии, на которой еще не работали?
Может, там все 800 000 будет?

CMS Joomla! и всё это - можно реализовать.
Только НУЖНО ЗНАТЬ! эту CMS!
А не так, что:
"Joomla, да, слышал! конечно будет работать!",
а потом:

Laravel. Огромное сообщество, тысячи дополнительных пакетов, всё интуитивно.
Это что касается фреймворка. На счет CMS я бы рекомендовал посмотреть October CMS. Это тоже самый laravel, только с толстым слоем кода который позволяет достаточно быстро поднять любой сайт с нуля. Плюс из коробки уже есть админ панель. Разумеется тут полная совместимость с laravel

Самопис заказчику нужен только в одном случае - когда задача настолько уникальна, что имеющиеся движки не смогут обеспечить требования ТЗ.
Самопис - это высокий уровень риска в плане безопасности и стоимостью разработки, поддержки и развития. С рискам полной потерей проекта при потери связи или конфликтов с разработчиком. Безопасность самописов обеспечивается по сути только одним фактором - эффектом неуловимого Джо. Это неслабый фактор, серьёзно. Но его эффективность обратно пропорциональна популярности проекта.

200 thousand rubles is a very bad self-writing.
It is cheap.
