Is it enough to just use reset/normalize and modernizr, and then just in the course of layout sometimes view the site in different browsers and fix bugs?

Reset/Normalize only partially solve the crossbrowser problem. in 2015, it is enough to make up valid and semantically correct in order for the final code to look the same everywhere. You look soon and prefixes will not need to be used.
