What are the features of blocking Apple ID accounts?

Good afternoon dear community.
There is a question to which Google is not able to provide at least some intelligible answers.
The essence of the situation: there was a need to use an Apple account from a new smartphone. The account was borrowed from a friend, and then the following happened:
because incorrect data was initially entered in the account (when created, more than a year ago), with the permission of the owner, he brought the information into a divine form, indicating the real data (FI, address, country, phone number, etc.). After that, a valid Privat Bank (Ukraine) card, which was not previously used in any transactions on any accounts, was linked and the application of interest was purchased in the AppStore ($10). The application was successfully purchased and everything would be fine, but after a short time, when trying to download or update any application, the handset began to display the information "Your Apple ID has been disabled", and later received an SMS from the bank that the purchase amount was returned to the card.
Because Apple is not officially in Ukraine, it was decided to contact Russian support via phone for clarification.
Next - checkmate. The account is permanently disabled, the bank card is completely disabled from the AppStore and cannot be linked to it in the future. Regarding the reasons, the senior specialist. support virtually throws up its hands, not indicating or really not knowing the reason for the blocking.
Chat calls to apple support in the states led to the same result:
"Any account rules may have been violated." Having familiarized and almost already learned by heart these very rules, no violations of anything could be found.
Of course, it is clear that the antifraud worked, but by what criteria does this happen and how to challenge the blocking and "prove" a system error or an accidental hit in one of the cases?

As far as I know, after a complete replacement of user data, you cannot make a purchase for a certain period of time.
