What are the features of Armbian Linux and can it serve as a full-fledged desktop computer with this Smart TV box?

I learned that you can install the Armbian Linux distribution on Smart TV set-top boxes at a price of 1500 rubles. I don't have much experience with Linux, but I would like to know if it's possible to use this distribution like any other without any restrictions, as if I had Ubuntu or Debian on my desktop PC, for example? Or are there some pitfalls? Isn't this distro similar to Windows RT in that normal programs won't be able to be used on it?

With Armbian Linux, is it worth expecting that on such set-top boxes (there are 4gb for 3000 rubles or more of RAM with a slight increase in price), a graphical shell, office software, browsers, Full HD video and other ordinary non-specific tasks could work?

If this piece of iron is on ARM, then by methods suitable for the processor on which it is assembled (usually described for various modifications of rapsberry), it may be possible to put armbian there. But not all packages will be put there, but all those compiled under arm , which can be a very big difference. Well, either to master cross-compilation - by the way, it turned out to be not so difficult (at the beginning of the year there was an experience with pushing gents to Baikal BE-M1000)
