We are looking for a PS that can do the following (all items are required):

limits on payments for mobile communications is not limited to 1 million. rub. per month (maybe there are about 1 million)
replenishment with visa/mastercard
replenishment is unlimited by the amount of 1 million. rub.
there is an API through which you can replenish the balance of mobile phones (beeline, mts, megaphone)

Checked, do not fit:

~~Yandex-Money~~ (limits appeared recently),
~~Qiwi~~ (limits for replenishment, for payments),
~~Rbkmoney~~ (no more than 50,000 rubles for payments),
~~Webmoney~~ (there is no api for replenishing mobile),
