What are the built-in features of Windows Server that can be used to implement an analogue of Http File Sevrer (HFS)?

Good day.
Some time ago, the organization came up with the idea of creating a web archive of photo/video/audio materials for viewing/downloading by those who wish. Http File Sevrer (HFS) was chosen as a temporary solution to test the idea .
The result is this page .
However, I have big doubts about its stability when used by several visitors at the same time. In this connection, the question is whether it is possible to create a similar file archive with access from the web using IIS and similar modules ( Active Directory , etc.).
The search basically advises creating an FTP server for this purpose, which will be clearly inconvenient for unenlightened users, for whom the logic is ideal"Found through a search engine on the site, clicked and look . "
Own server - Xeon E3-1220 / 16 RAM / 40tb / Windows Server 2012 .

You can look in the direction of WebDAV, for example, but in general, once you have your own server - set up IIS to it, attach a gallery in PHP, or better in ASP, and you will have an image viewer and a vedo player. IMHO the server is quite powerful and idle just like that :-) The darkness of the gallery engines is dark and the licenses are free, in a word, a flight of fancy and the operating system allows.
I myself also prepared 2 servers, though for 2012 R2.
