What are the best tools to use to create a mobile application?

I thought about creating an application for ios and android. Of the functions: there are pages with materials, users can comment on them. As you probably understood, I will not invent anything new. What is the best way to implement such an application? What frameworks are suitable for my requirements? (I read not bad reviews about Appcelerator) Perhaps there are ready-made engines? I coded from jap in c#, python, php. (I'm a beginner in mobile development, I'm not in a hurry with the application, I'm ready to study the material and other programming languages)

If you have experience in C #, then look at Xamarin
, this is the same Appcelerator only in C #
React-Native, maybe not bad, I don’t know.
I like Appcelerator that it's easy enough to get started and they have good documentation and they have a Slack community to ask questions. Plus, they have become free from this month, including their super-duper technology - Hyperloop.
