What are the applications for creating animations and effects on html5?

A long time ago, when everyone loved flash, I used the Swish Max editor.
The beauty of it is that it is quite complex, but typical effects can be applied much faster and more conveniently than in Adobe Flash itself.
This is well suited not only for banners, but also for any presentations embedded in websites, when you need something more complicated than a transition through transparency, but not very fancy, so you need ActionScript or third-party software. For example, splitting the title into separate letters.
I used it for a while with google's Swiffy converter. The converter worked quite well.
But now Google has announced that the converter will no longer work. "As part of this transition, we're sunsetting the Swiffy Flash conversion tool on 1st July, 2016. After this date, the tool will no longer convert Flash SWF files to HTML5."
Prompt something similar, giving the output html + js + css. You can have it draw on canvas or with tags.
It doesn't matter, the main thing is that it works in different browsers. Everything I found was rather meager for complex animation. You can animate transparency, position, rotation, and so on. simple things. No explosion of text or overlay filters and effects.
Maybe there is an analogue of swiffy that would cope with complex videos (where there are filters, as, other complex elements)?What was found, it can only convert a bouncing ball over two keyframes.
