What are the alternatives to Visual Studio?

I need something other than visual studio and rider. Sharpened for c # with a constructor and wpf

A low resource-intensive program is desirable.

With the designer/previewer - no.
If it suits you with pure text, you can try vs code.
If you have a very weak computer - take VS Community without a resharper, in principle, about a gigabyte of RAM should be enough for it.
But better spend a couple of thousand on RAM
