What are the alternatives for Borland C 3.0/3.1?

Good day. The college recommended Epstein's book "C Programming". The author of the book recommends downloading BC 3.0. Do I understand correctly that no one uses it? BC is a development environment? What is the alternative to continue learning from this book?
