2 years ago I opened my own business in the IT industry, so I can more or less talk about the stages of opening and costs.
1. Order legal company registration jur. faces. About 15,000 (but you can also for 10,000). I recommend an LLC on a simplified taxation scheme income minus expenses (15%)
2. Find an office. For cheapness, you can start using coworking. Or rent a room in the business center. I do not recommend working at home - will not concentrate.
3. Find an accountant and an accounting outsourcing firm. I can recommend a service that charges for the number of documents per month. That is, if you make 5 documents per month, then pay for 5 (about 90 rubles for one household operation). Get a penny. Plus, they provide a free 1C database in which you can write out all the necessary documents.
4. Make your own website - I can’t give recommendations here ..
5. For telephone communications, I recommend Megafon - they have a Multifon service + a direct Moscow number for about 700 rubles per month.
6. If there are 12,000 and the desire to initially build communications correctly, I recommend a bunch of grandstream UCM6102 + any ip phone (you can use the same grandstream). Get the Multifon on it via sip, connect the ip phone. In general, this PBX is based on astericke, so there are a lot of opportunities there.

Why against IP.
