What about old packages?

I have Debian 7. Obviously an old system, the packages are also old.
I want to install a mail and web server. Via dpkg since apt is not available.
So what about packages that are dependencies?
Update or delete, and then install?

That's what apt, aptitude and friends were made for. Use them, specify the local folder with packages as a repo.
