Website without CMS what are the pros and cons?

Probably the guys either do not want to know TsMSki, or they want to roll out more man-hours, and possibly both. I did it myself :)
Whether it's good or bad depends on the experience of these guys.
I don’t know where the stupid opinion came from that it’s really possible to make a website using CMS faster and, accordingly, cheaper?
It can be beneficial when people take some $12-40 topic out of pure shit and pull it onto the system. Then, if no one comes in, then we can assume that it works ok.
If this is not a blog "Me and my cat", then with any refinement you will have to solve a ton of problems that will not have to be solved during normal development. And if people don’t want a cheeseburger for a site on conditional WordPress, but normal money, then most likely, normal development itself will not cost more, since people have their own developments.
