Need something special to do?
Do you add keywords with the name of cities or add Russia?
Or is it better to make a landing, for example, to large cities and make a transition from it to an online store?

The region is assigned from general to particular. Initially, all Russian sites have the region Russia. If there are signs of a local relationship of the site (address, phone number, gps ...) - the region of the city is assigned. If you want to be in 2 regions = you need to specify your location in the second region + add it through the webmaster panel.
If there is a desire to be smarter than everyone, it was necessary (was) not to indicate the physical location of the store. Or make a website for each region.
And yes, all sites are indexed the same way, the issuance is different.
