Our website is subject to hacking threats quite often. This creates tangible problems in his work.
The last hacking attempt left a sufficient number of traces for the attacker (he managed to look for vulnerabilities in the user part) and registration was made on the site with e-mail and other information.
Illuminated, including IP addresses (I understand that there can be all kinds of proxies, but I hope that the IP of the Republic of Belarus is still real)
Now the question is how to formalize and transfer all this to the competent authorities.
Has anyone had a similar experience? I would be grateful for any advice that will help at least this time to punish the hooligans.

I am not an expert in this matter, but I think the algorithm should be as follows:
1) There should be a K department in your country, you contact them, and without going into too much detail, you will find out where to go, what is the application algorithm. You will be contacted.
2) Contact the contact (MB will have to go where they send) and find out what you need to apply
3) Write an application and wait for it to be considered, periodically pinging the recipient of applications
4) Hope for some positive outcome, rather small, for those reasons which have already been described. Of course, if your project is not a resource of the presidential administration or something like that.
Well, in general, such people should not be punished, but encouraged and used in order to improve their project. You look then and holes will be less.

But in general - a statement to the Ministry of Internal Affairs through their official website. Specify everything there - and to whom the site belongs and the server - this is their specificity.
Look - is there something like that in these events - suddenly there was something "calling to ..." or something like that.
Be sure to point out exactly what is wrong. At this point, think, the reason should not be "tangible problems in the work", but something significant and objective.
But in the end, I predict you an answer like "... there is no corpus delicti." And this is generally true.
