Website design tutorials?

Comrades, maybe someone has courses or video materials (youtube is also great, books as an option, I think I’ll also come in, but the video is still better) for learning web design and developing website design through PSD or a constructor like Figma. The crux of the matter is to learn how to create a normal, up-to-date website design for 2018 and deal with the UI (as I understand it, now the new stripped-down google material is in trend, but I would like to learn this in general, now the level of skills is very initial). I would also be grateful for links to possible tools, such as Adobe Color, material.io, etc. Perhaps someone even has a guideline for a web designer...

Here you need to separate, do you need training as a designer or first learn to understand the design? The tool is the second thing, the first thing is to start understanding the design.
First of all, I will advise you a list of books from this thread - however, I do not agree with him that you do not need to watch Behance and Dribble, you need to watch them! It is even advisable to take the top works and redraw them, then you will understand how and why they were made. Your main task now:
20% theory
60% practice
20% - look at any sites, analyze, compare with the work of professionals and draw conclusions.
