Webpacker can't get compiled pack?

ActionController::RoutingError (No route matches [GET] "/packs/js/application-956864 Run

in dev, webpacker compiles js but can't find route, any manipulations with reinstalling webpacker doesn't help.

It is possible that the previous asset remained in the browser cache.
I would try clearing the cache and
rails assets:clobber
rails tmp:clear
and then clearing the browser cache.
