Webpack +react insert code dynamically(JS) on page open?

I read the article https://metanit.com/web/react/2.9.php and thought that in the output html file there will be a static html page (already filled), I partially applied it to my project, but alas, the page is filled with js code when you open it . Is this how react works? Or have I configured something wrong?
