I implemented this using Youtube broadcast. There you can host webinars and embed them on third-party sites. You embed the YouTube player on your site, add some chat, and here is the webinar room for you.
YouTube has good functionality in this regard, you can show the screen and presentations, videos, draw on the screen, and so on. If you are late for the webinar, you can rewind. After the webinar, you immediately have a ready-made recording of it.
