I want to find something similar to a content management system and functionality reminiscent of CRM (XRM), only without focusing on the relationship with the client. On the one hand, there should be a site right away, with roles and users, with some tolerable layout. On the other hand, there should be a mechanism for generating directories, business entities that rely on these directories, a mechanism for cross-references between business entities, and a bunch of optional functions. When creating business entities, tables and fields should be generated up to the loading of files (image, blob, whatever). At the same time, all this joy should live according to the rules available for change and created in C#.

From what I know, it's SplendidCRM, they have a CE open source version. At first glance it suits your requirements. Although I think you have already considered it.
