Web developer, programmer or not?

A programmer is someone who uses programming languages to solve their problems. And what is the task - a program or a website - is another question.
Using php/python/ruby/node.js/etc on the server most likely gives the developer the opportunity to call himself a programmer.
Using javascript on the client side to program business logic (like one of the js frameworks) is a programmer too.
Using one of the popular CMS (Wordpress, Drupal, Joomla, etc.) and adding custom modules for them is a programmer.
And if a developer uses non-programming languages (HTML, CSS) as the main tools for his work, then he is not a programmer, even if he inserted jQuery scripts a couple of times to create animations on the page, and even if he changed some things in these scripts.
If a person writes code, he is a programmer.
If he does not write code, he is not a programmer.
Everything is simple.
IMHO, front-end (JavaScript) and back-end - the programmer is engaged and html and css - the coder.
ps those who develop websites are a very vague concept, after all, you can develop a site on the Joomla engine (installed, configured), or you can develop some kind of highly loaded information processing service, in principle, both sites)))
