I ordered 3 books from Ozon: Mastery by Artemy Lebedev, Diary of a Maniac Designer by Yana Frank, Web Design by Dmitry Kirsanov.
Advise, please, similar books to spend money and time usefully.

As an addition to these books, Steve Krug's "Don't Make Me Think!" is perfect. This book is focused not on the general principles of graphic design (like Dmitry Kirsanov), but on web design and usability in design.
Lots of good reviews for the CSS Workshop book. But I haven't read it myself, so I won't add anything else.
If English isn't scary, I really enjoyed Jennifer Tidwell's book: Designing Interfaces . Lots of useful ideas and ready-made templates.

Yanochka Frank is more entertaining than educational.
Kirsanov is as old as the world. The only thing that remains relevant is the general theory of design. But it is in any other design book.
Lebedev - yes, there are useful things that will help you think correctly.
What to recommend from books - store.artlebedev.ru/books/lebedevs-choice/raskin/ - this one, they say, is good.
You can also read a book from Smashingmagazine.
There is in PDF, there is on torrents, there is even a Russian translation.
But in general, there is no such direct bible of web design in Russia. Something is either terribly outdated, something is just about nothing.
I advise you to read not only specifically about website design, but about the design of something, such as interfaces, industrial products; read thematic blogs, look at bad sites and think about what can be improved; read www.alistapart.com , www.smashingmagazine.com , and a dozen other useful resources; all this ultimately helps to reason in the right direction when designing something.
