Web database + simple interface - is there a solution?

Hello.
In development "knee" system of warehouse and financial accounting for one MI.
The plan is about what - based on several tables that store data (goods, payments, counterparties). Specific employees fill out simple forms for their operations, from which data enters the main tables. Upon request, managers receive reports generated in the agreed format.
In general, I figured out how to make Excel in semi-automatic mode. I don’t like that the mode is semi-automatic, that everything is stored somewhere locally and that Excel needs it to work.
But everything is flexible (so far, of course, 100% of the structure of data and reports is incomprehensible) is customizable.
There was an idea - is it possible to do all this somewhere on the Web, so that the databases are stored in the cloud, so that people fill out web forms, and reports are uploaded. Import-export Excel, of course. But I have never dealt with such things, at most I once played with MS Access. I don't understand SQL at all. The question is - where to look about a suitable solution "for dummies"?

Well, depending on what technology stacks you own.
For example, in Python (django + driver for working with your database + xlwt), such a scheme is implemented in an evening or two with beer.

But the main idea is this: you can, of course, the task is very common. Remote data storage + client
It really matters what you know most: .net, python, ruby, php, js etc.

advisable to learn to code for the sake of one question :)
I can’t give a clear task to a person. If everything is worked out thoroughly in the TK, then it will definitely be faster to file it in Excel.
In my fantasies, this thing is something like the SaaS version of MS Access... does it happen?
