But let's guess what you mean.
“Licensing” means issuing a license. “Own” is probably written by you and not alienated to anyone (in particular, to the employer). You can generally license a program that belongs to you.
Yii2 is not a programming language, it's a library. That is, you cannot write a program “on it”, you can include it in your program, so that your program does not belong to you alone, and you must reckon with the conditions that the owners of the library will put forward for you.
As far as I can see, Yii2 is a free library. That is, once you have obtained a copy of it, you are fully entitled to use it for any purpose, to modify it, to distribute it for a fee or not, both unchanged and in a modified form, without payment of royalties.
Moreover, as far as I can see, it is a limply free library. That is, it is distributed under a non- copyleft license . More specifically, the so-called three-clause BSD license.
