Way to deal with Ubuntu freezing?

Faced such a problem. Once it was decided to increase the swap created as a file on the same partition as the system. Then I installed 18.04 (it was 16.04) and transferred the swap to the partition. It became periodically mercilessly hang.
The question is. Is it possible to somehow severely limit the maximum amount of memory and processor that a process can eat, so that if someone eats a lot, then the whole system cannot hang tightly, and you can go to the console and kill the process?

Processes are limited with ulimit .
To kill the most voracious process, you can use Magic SysRq . Specifically, OOM Killer is invoked by pressingSysRq+F
