Wallet Qiwi stores user passwords in clear text?

In the Qiwi Wallet payment system, you can choose the password expiration date when creating or changing it, after which you will need to change it.
My password has recently expired and when I changed it to another one that differed from the previous one by only one or a few characters, the password was rejected as similar.
If only password hashes are stored, is it possible to track the "quality" of a password change?

Usually they ask you to enter the old password.
