Wake on Lan in TeamViewer, how to set it up?

Hello! Sorry if this is a dumb question, but I can't seem to get TeamViewer to turn on my computer remotely. Everything is set up in the system and BIOS. I can't set up the teamviewer. I don’t have a local network, so wake-up on ID disappears. But there is a public address item. What is this public address and what is it eaten with?

Wake on Lan in TeamViewer
- makes sense only if you have access to one of the computers on the local network via TW, and you want to wake up the rest of the computers on this network.
In all other cases, it is useless.
I don't have a local network
So there is no sense from the teamviewer in terms of WoL.
If you need to wake up a remote computer, you need a white (public, real) IP address for this computer or router. Then it can be configured, and the teamviewer is not needed there.
Describe the task in more detail.
