VPN Server on Windows 2008 Server

Are there any ways to raise a W2k8 VPN without using AD, using workgroups? All the information that I googled in one way or another is tied to AD: or certificates, or authorization, or something else.
At the same time, there are the following difficulties: the server in the main office is behind NAT in the form of an ADSL modem, the second office generally clings through a WiMax dish.
The IPs of both offices are constant, and people from the second office can access the server via RDP, but the VPN connection does not go through.

Yes Easy. You raise the Routing and Remote Access service on the desired server, create users on this server and that's it.

instead of google all sorts of nonsense - it is useful to read the documentation on the manufacturer's website

AD VPN is not required. it can be both local users on the server, and what is screwed - ldap, hell.
I'm currently having a problem routing vpn users to local networks on a different subnet :(
