Volume down when minimizing a Metro app in Windows 8.1

There was a problem with the fact that if you start the Metro music application, or skype (or any other that plays sound), then when you go to the desktop, the sound volume becomes very quiet, while there are no such applications in the standard sound mixer to adjust the volume. How is it possible to solve this problem?
PS If, for example, you start Chrome via Metro, then only this application with sound is all right, the code switches to the desktop.

Steam installed? There is a known bug with it. On the Internet they write how to fix it, but nothing helped me, so I can’t advise anything. Only exit steam while working with metro applications. (might need to restart metro app)
