VLC and ticker?

Hello, can you tell me if it is possible to somehow organize the overlay of a running text line on the video stream using VLC? Those. let's say there is a file in which some text is written from time to time, and VLC periodically checks this file and displays the text on the screen, well, this is of course not quite a running line ... maybe someone will offer a better option
